HRA exemption is the least of three: (1) actual HRA received, (2) 50% of basic salary (metro) or 40% (non-metro), (3) rent paid minus 10% of basic salary.

Can I claim HRA without paying rent?

No. HRA exemption requires actual rent payment. If you pay more than ₹1 lakh/year in rent you must provide the landlord's PAN to your employer.

Is HRA available under the new tax regime?

No. HRA exemption is only available under the old tax regime.
